State HRDD Office/ State Project Office

State HRDD Office is the apex administrative unit of Human Resource Development Department. The Secretary is the head of office, as given in the organogram, supported by subordinate secretariat, ministerial and Directorate staff. There are four Directors viz. Director for Administration and Academics, Director for School Education, Director for Higher Education and Director for Technical Education. Three Additional Directors are working under these Directors. These Directorates have several sections like Administrative Section, Planning Section, Exam Cell, Scholarship Section, Text Books Section, Language Section, Training Section and SIE, which are headed by one Joint Director each as sectional head. There is an Engineering Cell and Accounts Section as well headed by a Chief Engineer and Director of Accounts respectively.

State Project Office is headed by the State Project Director (SPD) who is assisted by the Additional Director (RMSA). The SPD is assisted by a required set of full time staff which includes, a Deputy Director, an Assistant Education Officer and clerical staff. Further a separate accounts section will soon be put in place.

State HRDD Office/ State Project Office

District HRDD Offices are headed by the Joint Directors. The Deputy Directors, Assistant Directors and Assistant Education Officers work under the Joint Directors in various offices and sections. One Deputy Secretary and one Under Secretary along with an Office Superintendent, Head Assistants, UDCs and LDCs are also there to assist them for administrative works. There are separate sections like Account Section with an Account Officer, Senior Accountant, Accountants and Account Clerks; and Engineering Cell with an Assistant Engineer, Junior Engineers, Clerks, Storekeepers and peons. There are three functional DIETs in East, West and South District at present

District Project Offices with required manpower are set up to implement and monitor the project at the district levels. The Joint Directors are the Project Heads of Rashtriya Madhyamik Shiksha Abhiyan at District Levels assisted by District Project Coordinators who are from among the Deputy Directors posted in the district offices.

Sub-Divisional HRDD Office

The next subordinate offices below District HRDD Offies are Sub-Divisional HRDD Office headed by the one Deputy Director each. These deputy directors are assisted by some office staff like clerks. However shifting of implementation of various developmental activities of government to the jurisdiction of Block Administrative Centres has diminished the implications of these Sub-Divisional Offices. The Block Resource Centres, which were earlier in Sub-Divisional Offices, also shifted to Block Administrative Centres vide Notification No. 4469/132/SSA, dated 02/03/2009, to tune the developmental activities of the State Government.

Block HRDD Office/Block Resource Centre

In 2007, afte the creation of Block Administrative Centers, another subordinate level was evolved below Sub-Divisional HRDD Office. These Offices are headed by one Assistant Director each assisted by an Assistant Education Officer and an Accountant.

School Management & Development Committee (SMDC)

School Management & Development Committee is the school level administrative unit. Sikkim has introduced decentralization process by doing devolution of decision- making powers and control to elected bodies at district and sub-divisional levels and involvement of Panchayats in each and every activites of the school. The PRIs are also entrusted with monitoring and supervising the schools at their own level and capacity to ensure quality in education. the constitution of School Management & Development Committee in the school has been made mandatory to ensure public participation and community ownership. SMDCs are also entrusted to execute the developmental activities of the schools like contruction works sanctioned under RMSA, utilization of grants and school development funds, etc.
